(I) Safety Management Improvement Campaign
1. Improve safety management system
Establish and improve the safety production responsibility system for gas stations, and clarify the safety responsibilities of each position.
Revise and improve safe operating procedures to ensure standardized and safe operation.
Develop emergency response plans, conduct regular drills, and improve emergency response capabilities.
2. Strengthen safety education and training
All employees of the gas station will receive safety training, including knowledge of safety laws and regulations, safe operating procedures, and emergency response.
3. Regularly check the expiration status of the "Hazardous Chemicals Business License" and "Refined Oil Retail Business License," and apply for renewal in a timely manner before expiration. Safety management personnel must be certified to work and undergo regular recertification training.
4. Strengthen on-site safety management
Strictly implement the safety inspection system, regularly inspect gas station equipment, facilities, and working environment, and promptly eliminate safety hazards.
Strengthen safety management of oil loading, unloading, storage, and sales to ensure standardized and safe operations.
Regulate the use of fire and electricity to prevent accidents such as fires and explosions.
5. Promote the construction of safety standardization
In accordance with national and industry standards, we will carry out the standardization of gas station safety to achieve standardization of safety management, operational behavior, equipment and facilities and working environment.
In accordance with the safety standardization level assessment rules and supervision and inspection checklist, conduct regular self-assessments of safety standardization and continuously improve the level of safety management.
(II) Hazard Investigation and Rectification Action
1. Establish and improve the system for identifying and addressing potential hazards.
Develop a list of potential hazards to be identified and addressed, and clarify the content, standards, and methods for the identification and treatment of such hazards.
Establish a ledger for hazard investigation and management, and manage the registration, tracking, rectification and cancellation of hazards.
2. Conduct hazard investigation and rectification work.
Regularly organize comprehensive hazard investigations and promptly rectify any hazards discovered.
Strengthen the investigation of potential hazards in key areas and critical links, such as oil tank areas, fuel dispensers, and power distribution rooms.
For major hidden dangers, the principal responsible person shall supervise the rectification to ensure that the hidden dangers are rectified.
3. Strengthen the information technology infrastructure for hazard identification and mitigation.
Establish a hazard identification and mitigation information system to achieve information-based management of hazard identification and mitigation. Utilize information technology to dynamically monitor hazards and promptly grasp the progress of hazard rectification.
(III) Equipment and Facility Maintenance and Upkeep
Establish a system for the maintenance and upkeep of equipment and facilities, and conduct regular maintenance and upkeep of equipment and facilities.
Strengthen the monitoring and testing of key equipment and facilities to ensure their normal operation.
Install safety protection devices, such as anti-collision devices for fuel dispensers and liquid level monitoring devices for fuel tanks.

Establish and improve emergency rescue organizations and clarify the emergency rescue responsibilities of each position.
Develop and improve emergency response plans, conduct regular drills, and enhance emergency response capabilities.
V) Environmental Management Improvement Action
Strengthen oil and gas recovery management to ensure the normal operation of oil and gas recovery devices, and conduct regular inspections and maintenance. Enhance training for operators of oil and gas recovery devices to improve their operational skills.
IV. Implementation Steps
1. Formulate a three-year action plan for addressing the root causes of the problem, clarifying work objectives, tasks, and measures.
2. Convene a mobilization meeting to deploy and arrange the three-year action plan, unify thinking, and raise awareness.
3. Organize training for gas station employees to learn the three-year action plan and relevant laws, regulations, standards and norms.
1. In accordance with the requirements of the three-year action plan, we will comprehensively carry out actions such as improving safety management, investigating and rectifying hidden dangers, upgrading equipment and facilities, strengthening emergency management, and improving environmental management.
